Project Overview

Block 41 in the City of Vaughan is one of two New Community Areas planned for development in northwest Vaughan. Block 41 is primarily a residential community that is planned to be compact, vibrant, inclusive, healthy, sustainable and diverse. A complete community with a mix of uses, it will be supported by community facilities such as schools, parks, a community centre and library.

As a New Community Area, a Secondary Plan was required to be prepared and approved for the Block 41 Lands in accordance with the City of Vaughan Official Plan (VOP 2010). The required Secondary Plan was developed as Official Plan Amendment No. 50 to the VOP 2010, which establishes a land use planning and urban design policy framework to guide development in Block 41.

After undertaking the North Vaughan and New Communities Transportation Master Plan (NVNCTMP) in coordination with the Secondary Plan to consider transportation network needs, it was determined a new collector road network was required in Block 41 to support development.

The City broadly addressed Phases 1 and 2 (Problem or Opportunity and Alternative Solutions) of the Block 41 Collector Road Network’s Municipal Class Environmental Assessment (MCEA) (Project) when completing the NVNCTMP. A majority of the Block 41 landowners (the Block 41 Landowners Group Inc.) are the proponents for addressing Phase 3 (Alternative Design Concepts for the Preferred Solution) and Phase 4 (Environmental Study Report) for the Project.

Notice of Completion

The Block 41 Landowners Group Inc. has now completed the Block 41 Collector Roads Network MCEA. Environmental Study Report

An Environmental Study Report (ESR) has been prepared, documenting the MCEA carried out for the Project.

As stated in the Notice of Completion, the ESR is available for a 30-calendar day public comment period, starting on January 30, 2025 and ending on March 1, 2025.
